Police officer YUEN is promoted to Inspector and transferred to the Traffic Dept. However, her working style earns no credit amongst her colleagues because she is too tough on herself and on her officers especially their image and discipline. YUEN rebukes the inappropriate attitude of her officer, CARL in a traffic accident, who makes CARL very dissatisfied. A new officer, GI joins the team of YUEN and reports duty on her first day.
